Role period
Feb 2021 – Jul 2022

The decision context

Legislators needed estimates of Medicaid costs and caseloads, along with fiscal analysis of proposed healthcare legislation during the federal Public Health Emergency.

My contribution

I established independent Medicaid cost and caseload conferences, built the forecasting methodology and data infrastructure, and worked through estimates with executive-branch stakeholders.

I also produced and defended more than 30 fiscal notes covering Medicaid eligibility, provider reimbursement and medical occupational licensing.

Where the work was used

Conference estimates informed state budget appropriations. Fiscal notes and committee presentations communicated the budget implications of healthcare proposals.

I briefed legislators on enrollment, cost drivers and changes in federal funding.
